The accident happened around 10:14 a.m. on June 20 in Pho Yen City, Thai Nguyen Province.
According to police, 44-year-old Le Viet Hoan had pulled over on Ly Nam De Street to inject drugs while his 16-year-old daughter waited in the back seat.

Moments after resuming his drive, Hoan lost control of the vehicle near Ba Hang area. His car first rammed into the South Korean driver's vehicle, then crashed into another car coming from the opposite direction. With his foot still on the accelerator, Hoan's car continued pushing the other vehicle backward, causing a chain-reaction pileup.
Seeing the escalating danger, the driver of a nearby black 7-seater quickly positioned his vehicle to block Hoan's car and prevent further collisions. Local residents rushed in, smashing the windshield to rescue Hoan and his daughter. Hoan was found barely conscious, still gripping a syringe in his hand. A doctor at the scene managed to revive him with CPR.
Hoan was taken into custody after regaining consciousness and later confessed to using drugs while driving. Police have transferred him to Dong Tien and Ba Hang Ward authorities to undergo compulsory drug rehabilitation in accordance with Vietnamese law.
