The truck was in a lane near the sidewalk. Instead of obeying traffic rules, the driver accelerated through the intersection without stopping, as required by law. The loud horn only heightened the danger, alerting other drivers but failing to justify the violation.
According to a government decree, drivers who run red lights face fines ranging from VND4 million to VND6 million ((US$160 - 244), and their licenses may be revoked for one to three months.
