Authorities reported that Ngoc had been drinking at a gathering in downtown HCMC before attempting to drive home.
As she approached the intersection of Vo Nguyen Giap and Le Van Viet streets at around 5 p.m., she allegedly attempted to brake at a red light but mistakenly pressed the accelerator instead.
Her Mercedes plowed into a group of motorbikes waiting at the intersection, leading to the tragic death of a 28-year-old woman and injuries to three others.

Witnesses reported that Ngoc exited the vehicle in a state of panic before being detained by police.
Investigators later determined that she was driving in the wrong lane and had an alcohol level exceeding 0.4 milligrams per liter of breath, well above the legal limit.
Vietnam imposes an absolute ban of alcohol content in drivers, and those found with a level above 0.4 milligrams per liter of breath faces the maximum penalties of VND40 million ($1,640) fine and a two-year license suspension. Those who cause accidents while intoxicated face criminal charges.
