Nguyen Anh Lap, 33, also had four points deducted from his driving license after one of his passengers captured the violation on camera and posted it online.
Lap was driving the bus on a national highway in the province on March 22 while he used his right hand to talk on one phone and his left hand to text on another for several minutes, according to police.

Concerned passengers reminded the driver of the safety risks, with some asking to exit the bus. However, Lap ignored their warnings.
In his statement to the police, Lap claimed he used two phones for "urgent work" that needed his attention.
Current regulations state that a driver's license carries 12 points, and losing all points results in a driving ban. Drivers who lose all points must wait at least six months before retaking the driving test.
