11 teenagers fined $3,100 for driving motorbikes on expressway

Police have fined 11 teenagers a total of VND78 million (US$3,110) for reckless driving on an expressway in central Vietnam while traveling to a pagoda at the start of the Lunar New Year.

A patrol team of the Traffic Police Department issued administrative fines against the group of 11 junior high and high school students residing in Thanh Hoa Province on Thursday.

The violations include driving motorbikes on the expressway, underage operation of motorbikes with an engine capacity of 50cc or more, driving without helmets, controlling vehicles without license plates and lacking vehicle registration certificates.

At noon on Jan. 29, the first day of the Lunar New Year, the teenagers were spotted riding six unregistered motorbikes without helmets along the Nghi Son - Dien Chau expressway. The group was seen speeding, weaving dangerously and forcing car drivers to swerve to avoid collisions.

The group was stopped at the Dien Cat intersection in Dien Chau District, Nghe An Province. They claimed they were on their way to a pagoda and had mistakenly taken the expressway. Upon realizing their mistake, they removed the motorbike license plates and hid them in the trunks to avoid detection. The confiscated plates are now being processed for further action.

Authorities temporarily impounded six motorbikes for seven days and notified local officials and schools for further educational measures. Police are also investigating whether any individuals were involved in illegally handing over vehicles to unqualified drivers.

The Nghi Son - Dien Chau expressway, inaugurated in October 2023, spans 50 km through Thanh Hoa (6.5 km) and Nghe An (43.5 km). The four-lane highway has a 17 m wide roadbed and a 16 m wide surface but doesn’t have an emergency lane, with only a few emergency stops. Cars are allowed to travel at a maximum speed of 80 kph and a minimum of 60 kph.
