Under the resolution issued by the Party Central Committee on Saturday, the following 11 cities and provinces will remain intact: Hanoi, Hue, Lai Chau, Dien Bien, Son La, Lang Son, Quang Ninh, Thanh Hoa, Nghe An, Ha Tinh, and Cao Bang.
The remaining provinces will merge as follows:
- Tuyen Quang and Ha Giang: Merged into Tuyen Quang, with the administrative center in the current Tuyen Quang.
- Lao Cai and Yen Bai: Merged into Lao Cai, with the administrative center in the current Yen Bai.
- Bac Kan and Thai Nguyen: Merged into Thai Nguyen, with the administrative center in the current Thai Nguyen.
- Vinh Phuc, Phu Tho, and Hoa Binh: Merged into Phu Tho, with the administrative center in the current Phu Tho.
- Bac Ninh and Bac Giang: Merged into Bac Ninh, with the administrative center in the current Bac Giang.
- Hung Yen and Thai Binh: Merged into Hung Yen, with the administrative center in the current Hung Yen.
- Hai Duong and Hai Phong: Merged into Hai Phong, with the administrative center in the current Hai Phong.
- Ha Nam, Ninh Binh, and Nam Dinh: Merged into Ninh Binh, with the administrative center in the current Ninh Binh.
- Quang Binh and Quang Tri: Merged into Quang Tri, with the administrative center in the current Quang Binh.
- Quang Nam and Da Nang: Merged into Da Nang, with the administrative center in the current Da Nang.

- Kon Tum and Quang Ngai: Merged into Quang Ngai, with the administrative center in the current Quang Ngai.
- Gia Lai and Binh Dinh: Merged into Gia Lai, with the administrative center in the current Binh Dinh.
- Ninh Thuan and Khanh Hoa: Merged into Khanh Hoa, with the administrative center in the current Khanh Hoa.
- Lam Dong, Dak Nong, and Binh Thuan: Merged into Lam Dong, with the administrative center in the current Lam Dong.
- Dak Lak and Phu Yen: Merged into Dak Lak, with the administrative center in the current Dak Lak.
- Ba Ria-Vung Tau, Binh Duong, and Ho Chi Minh City: Merged into Ho Chi Minh City, with the administrative center in the current Ho Chi Minh City.
- Dong Nai and Binh Phuoc: Merged into Dong Nai, with the administrative center in the current Dong Nai.
- Tay Ninh and Long An: Merged into Tay Ninh, with the administrative center in Long An.
- Can Tho, Soc Trang, and Hau Giang: Merged into Can Tho, with the administrative center in the current Can Tho.
- Ben Tre, Vinh Long, and Tra Vinh: Merged into Vinh Long, with the administrative center in the current Vinh Long.
- Tien Giang and Dong Thap: Merged into Dong Thap, with the administrative center in the current Tien Giang.
- Bac Lieu and Ca Mau: Merged into Ca Mau, with the administrative center in the current Ca Mau.
- An Giang and Kien Giang: Merged into An Giang, with the administrative center in the current Kien Giang.
The government and local authorities will develop detailed plans for these mergers, which will be presented to the National Assembly for approval in the upcoming sessions in May and June.
