Veteran security official takes helm of Hanoi Party Committee

The Politburo of Vietnam Communist Party appointed Nguyen Duy Ngoc, Chairman of the Party's Central Inspection Commission, as Secretary of Hanoi Party Committee for the 2025–2030 term on Tuesday.

Ngoc, a Politburo member, succeeds Bui Thi Minh Hoai who has been reassigned by the Politburo to lead the Party Committee of the Central Vietnam Fatherland Front and Mass Organizations for the 2020–2025 term.

The new Hanoi Party Secretary brings experience from both the security sector and high-level central Party positions.

Ngoc, 61, holds a master of laws and is a native of Hung Yen Province. He is a member of the Party Central Committee, a Secretary of the Party Central Committee, and a member of the Politburo of the 13th term.

His career includes a long tenure with the Hanoi police, where he held key posts such as head of Thanh Tri District Police and Deputy Director of the City Police (March 2013–November 2016).

He then served as Deputy Director General of the General Department of Police and later as the Director of the Investigation Police Department for Corruption, Economic, and Smuggling Crimes under the Ministry of Public Security. In August 2019, he was appointed Deputy Minister of Public Security and was subsequently promoted to the rank of Senior Lieutenant General at the end of 2023.

In 2024 and 2025, Ngoc held influential positions within the Party apparatus. In June 2024, he was transferred to serve as the Chief of the Central Party Office. He was then elected to the Politburo and appointed Chairman of the Central Inspection Commission in January 2025.

Ngoc assumes leadership over the capital's Party organization, which currently includes four deputy secretaries: Nguyen Van Phong, Tran Sy Thanh, Nguyen Trong Dong and Phung Thi Hong Ha.
