New Hanoi chairman sets three breakthrough priorities

Tran Sy Thanh, the new Hanoi People's Committee Chairman, says he will prioritize breakthroughs in three areas: infrastructure, institutions and human resources.

Speaking Friday afternoon after being elected to the position for the 2021-2026 term, Thanh said his first priority would be to modernize and develop quickly and synchronously the socio-economic infrastructure system, including major constructions.

The second priority would be to perfect the mechanisms and policies, promote decentralization, strengthen law enforcement and make social administration and urban management more efficient.

Human resources development to elevate them to high quality in key areas like social management, economic administration, and culture and tourism, would be the third priority, he said.

Thanh said he would direct his efforts to turn Hanoi into a driving force for the Red River Delta, the key northern economic region and the country as a whole. He would strive to make Hanoi a globally connected city worth living in.

To achieve these goals, he requested the city government system to step up administrative reforms, strengthen decentralization and create a strong shift towards greater discipline, sense of responsibility and service quality.

He also asked the agencies to strictly inspect, discipline and punish officials with "negative and corrupt behavior" on duty; and individualize the personal responsibility of the heads of administrative agencies.

"The important goal is that each citizen and enterprise can enjoy the benefits of reforming the city's operations," said Thanh, emphasizing that "the measure of success is the satisfaction of people and enterprises."
