The 38-year-old was fined VND700,000 (US$28.50) for violating a government decree on keeping vehicles doors closed while driving them.
He told the police that he was hired to drive the hearse on Halloween night with eight people dressed like "ghosts" from District 7 to District 1.
When he reached the Nguyen Hue pedestrian square, where many Halloween revelers had gathered, he opened the door for his passengers to cheer and "scare" passers-by.
He stopped the hearse in the middle of the street for the passengers to take out a stretcher and pretend to seek medical attention for an injured person.
Their performance attracted many curious bystanders.
The police are now considering whether to treat that as "disturbing public order."
