Hanoi parks remain unfinished for years

Several parks in Hanoi, including the Ha Dong sport park and Hello Kitty theme park, remain under construction despite starting years ago.
Kim Quy Park is the capitals largest park project, located in the north, in Vinh Ngoc commune, Dong Anh district. Kim Quy park in Dong Anh District is the largest proposed park. According to the plan, the 100-hectare park, budgeted at VND4.6 trillion (US$200 million), began in September 2016 and was scheduled to be completed at the end of 2018.
Duy Hoang Duong, head of the city People's Council’s legal department, said at a meeting with Hanoi leaders that Kim Quy and Hello Kitty are not funded by the city. At a development investment conference in June 2021 the developers of the two parks called on the city to speed up administrative procedures so they could start construction. But they have yet to begin, and as a result huge tracts of land are remaining idle.

According to Do Anh Tuan, Director of the Department of Planning and Investment, the Kim Quy Park project has approved the investment policy, made a decision on land allocation, and has a handover and clearance area of 988,000 m2/more than one million m2. The remainder is currently being completed by the Dong Anh district. The investor must organize the implementation in accordance with the planning and the city-adjusted portion. Kim Quy Parks design is a fusion of Co Loa culture and Universal Studios modern amusement park model. There is currently no construction activity inside, and this vast area contains only a few lakes and a bow-shaped concrete road.

According to Nguyen Truc Anh, Director of the Department of Planning and Architecture, Helo kitty has also completed and been approved since 2018 with 8 floors and an 80 percent construction density. The main issue here is site clearance, which is assigned to the investor because there is a portion of public land.

Following the completion of the land procedures, the investor continues to fine-tune the investment policy and project implementation.

The Ha Dong district green park and sports park, approved by the former Ha Tay province, has been planned in Ha Cau and Kien Hung wards since 2008, covering an area of 96.7 hectares. Following the merger of Ha Tay and Hanoi, the City Peoples Committee assigned Ha Dong district to carry out the project. The project was put on hold due to a lack of funds. The projects entrance is guarded by a makeshift fence, with one lane of cars coming in and out and the other lane reserved for motorcycles.

Many restaurants, warehouses, factories, and other structures on the parks land are corrugated iron-roofed. The green park area, according to the plan, includes the following main items: entrance gate, public trees, regulating lake, drainage ditch combined with landscape, roads, walking paths, pet market, cottage market industry, golf course... are exploited in the form of an open park, without the construction of separation fences. More than 70% of the land in the park and green area will be planted with shady trees of various types, such as black stars, flower slices, incense, crocodiles, and so on, to provide shade and landscape.

To avoid wasting valuable abandoned land, the Hanoi Peoples Committee decided to recover it in 2015, directing the Peoples Committee of Ha Dong district to complete site clearance and organize the management, use, and temporary exploitation of the land area. Temporarily exploited works include a mini-ball court, a golf practice ground, static parking, and so on.
