The northern port city of Hai Phong has begun construction of a VND2.5 trillion ($106.52 million) administrative center to host different government agencies, according to local authorities.

The center in the suburban district of Thuy Nguyen will consist of 14 units; two of them will have 15 floors. The project covers a total area of 89,500 square meters.

The center, set to be operational in 2025, will house all Communist Party and government units in the city, including the Vietnamese Fatherland Front and other organizations.

Hai Phong Chairman Nguyen Van Tung said that the new center is the first project to begin in the new Bac Song Cam urban area, and that the construction project is seek to attract more investment by private companies in the surrounding area.

In November 2021 the National Assembly voted in favor of giving Hai Phong several incentive policies to boost growth for five years starting 2022.

The city can issue bonds and borrow from domestic agencies, including both credit and non-credit organizations. However, its borrowing must not exceed 60% of its allocated fund from the government.

The city government will be allowed to decide on imposing new fees or adjusting existing fees, and will be allowed to increase civil servant salaries by 0.8 times the national rate.
