At around 10 p.m. a number of downtown streets such as Ba Trieu, Truong Chinh, To Huu, Nguyen Cong Tru, and Phan Chu Trinh were under 0.3-0.5 m of water, and many car drivers had to seek rescue services.
Tran Thi My Ni, 33, who lives on Hoang Quoc Viet Street in the central city, said authorities had informed them that water would be released from Ta Trach Lake on the Huong River following heavy rains, but she and her husband did not expect floodwaters to rise so quickly.
"I was casual since it was not raining and the water in the river was rising slowly in the afternoon. But by evening, just a few hours later, water had flooded the streets and entered our house."
Houses along the banks of the Huong, An Cuu and Nhu Y rivers were under 0.5-0.7 m of water.
More than 1,000 houses on Hen Islet in the Huong had 0.5 m of water.

Bao Vinh Town in Huong Vinh Ward is also flooded.
The Thua Thien Hue Hydrometeorological Station said due to the influence of a cold air mass and eastern winds at high altitudes, Thua Thien Hue had received torrential rains of 790-910 mm within the last 24 hours.
More heavy rains are forecast for Wednesday and more flooding is expected.
Heavy rains caused by a mass of cold air have caused flooding across the central region, including in Nghe An, Ha Tinh, Quang Tri, Quang Nam, and Quang Ngai provinces.
