FUV's construction plan was first approved by the Prime Minister in 2014.
In 2016, the SHTP allocated 15 ha of land to FUV rent-free for 50 years. However, a subsequent review by the State Audit Office in 2018 concluded that the arrangement was not appropriate for the project’s intended use, determining the rent owed to be over VND241 billion ($9.4 million).
Duong Ngoc Hai, permanent vice president of the HCMC People’s Council, highlighted FUV’s significance as a symbol of normalized relations between Vietnam and the U.S. He also noted that the institution is recognized as an international-standard university, contributing to the city’s educational and scientific research advancements.
Based on the Prime Minister’s decision designating the university as a non-profit initiative, FUV qualifies for special policies under current regulations, including the exemption from land rent, he added.
