Disciplinary measures issued for violating Party organizations, officials

The Party Central Committee’s Commission for Inspection issued disciplinary measures against some Party organizations and incumbent and former officials of Quang Ninh and Dak Lak provinces at its 49th meeting held in Hanoi on Monday and Tuesday.

The event was chaired by Politburo member, Permanent member of the Party Central Committee’s Secretariat, and chairman of the commission Tran Cam Tu.

The commission found that the Standing Board of the Quang Ninh provincial Party Committee in the 2020 - 2025 tenure and the Party Civil Affairs Board of the provincial People’s Committee in the 2021 - 2026 tenure had violated the principle of democratic centralism and working rules, lacked a sense of responsibility, and relaxed leadership and direction, enabling the provincial People’s Committee and many collectives and individuals to break the Party’s regulations and the State’s laws during the implementation of some contract packages and projects carried out by Thuan An Group JSC.

Some officials and Party members, including key officials of the province, had violated the Party’s regulations and the State’s laws on corruption and negative phenomena prevention and control, along with the rules on the things Party members are banned from doing and on the responsibility for setting good examples.

Those wrongdoings caused serious consequences, posed risk of great money and property losses to the State, stirred public concern, and undermined the local Party organization and administration’s prestige to an extent that requires disciplinary measures.

The commission blamed abovementioned wrongdoings and shortcomings on Nguyen Xuan Ky, former member of the Party Central Committee, former Secretary of Quang Ninh Province's Party Committee, and former Chairman of the provincial People’s Council; Cao Tuong Huy, Vice Secretary of the provincial Party Committee, Secretary of the Party Civil Affairs Board of and Chairman of the provincial People’s Committee; Vu Van Khanh, former member of the provincial Party Committee, former Secretary of the Party Committee of and former Director of the provincial Transport Department, former Secretary of the Party Committee and former Director of the province’s management board for transport structure investment and construction projects; Pham Thanh Binh, Secretary of the Party Committee of and Director of the province’s management for transport structure investment and construction projects; Cao Ngoc Phuc, Secretary of the Party cell of and deputy head of the board for operating Group-A projects; along with some other Party organizations and members.

Considering the content, nature, level, consequences, and causes of wrongdoings and basing on the Party’s regulations, the commission decided to expel Pham Thanh Binh and Cao Ngoc Phuc from the Party.

Warnings were issued for the Party Civil Affairs Board of the Quang Ninh provincial People’s Committee in the 2021 - 2026 tenure, the Party Committee of the province’s management board for transport structure investment and construction projects in the 2020 - 2025 tenure, and Cao Tuong Huy.

Reprimands were given to the Party Committee of the provincial Transport Department in the 2020 - 2025 tenure and Vu Van Khanh.

The commission proposed competent authorities consider and issue disciplinary measures against the Standing Board of the Quang Ninh Party Committee in the 2020 - 2025 tenure, and Nguyen Xuan Ky.

It also asked the Standing Board to direct the timely settlement of the identified wrongdoings and shortcomings, and discipline the Party organisations and members involved in accordance with the commission’s conclusion.

The commission said the Standing Board of the Dak Lak provincial Party Committee in the 2019 - 2020 period of the 2015 - 2020 tenure, and the Party Civil Affairs Board of the provincial People Committee in the 2016 - 2021 and 2021 - 2026 tenures had violated the principle of democratic centralism and working rules, lacked a sense of responsibility, and relaxed leadership and direction, enabling the provincial Party Committee and many collectives and individuals to break the Party’s regulations and the State’s laws during the implementation of the eastern wing of the Ho Chi Minh road construction project in Buon Ma Thuot city, along with the implementation of some solar and wind power projects.

Some officials and Party members, including key officials of the province, had violated the Party’s regulations and the State’s laws on corruption and negative phenomena prevention and control, along with the rules on the things Party members are banned from doing and on the responsibility for setting good examples.

The abovementioned wrongdoings caused serious consequences, posed risk of great money and property losses to the State and waste of social resources, stirred public concern, and undermined the prestige of the local Party organization and administration to an extent that requires disciplinary measures, according to the commission.

Officials bearing responsibility for those wrongdoings and shortcomings include Bui Van Cuong, member of the Party Central Committee, former member of the Party Delegation of and former member of the National Assembly (NA) Standing Committee, former General Secretary of the NA, former Secretary of the Party Committee of and former Chairman of the NA Office, and former Secretary of the Dak Lak provincial Party Committee; Pham Ngoc Nghi, Vice Secretary of the provincial Party Committee, Secretary of the Party Civil Affairs Board of and Chairman of the provincial People’s Committee; Nguyen Tuan Ha, member of the Standing Board of the provincial Party Committee, Vice Secretary of the Party Civil Affairs Board of and Vice Chairman of the provincial People’s Committee; Lam Tu Doan, former member of the provincial Party Committee, former Secretary of the Party Committee of and former Director of the provincial Construction Department; Bui Thanh Lam, former Secretary of the Party Committee of and former Director of the provincial Department of Natural Resources and Environment; Pham Van Ha, former Secretary of the Party Committee of and former Director of the province’s management board for transport structure construction and agriculture - rural development projects; Bui Van Tu, head of the province’s project management board for industrial parks; along with some other Party organisations and members.

Considering the content, nature, level, consequences, and causes of wrongdoings and basing on the Party’s regulations, the commission decided to expel Pham Van Ha and Bui Van Tu from the Party.

It gave warnings to the Party Civil Affairs Board of the Dak Lak provincial People’s Committee in the 2016 - 2021 tenure, and the Party Committee of the province’s management board for transport structure construction and agriculture - rural development projects in the 2015 - 2020 and 2020 - 2025 tenures.

Besides, reprimands were released for the Party Civil Affairs Board of the provincial People’s Committee in the 2021 - 2026 tenure, the Party Committees of the Department of Industry and Trade, and the Department of Natural Resources and Environment in the 2015 - 2020 tenure, the Party Committee of the Department of Planning and Investment in the 2020 - 2025 tenure, the Party Committee of the Construction Department in the 2015 - 2020 and 2020 - 2025 tenures, as well as Pham Ngoc Nghi, Nguyen Tuan Ha, Lam Tu Doan, and Bui Thanh Lam.

The commission proposed competent authorities consider and issue disciplinary measures against the Standing Board of the Dak Lak Party Committee in the 2015 - 2020 tenure, and Bui Van Cuong.

It also requested the Standing Board of the provincial Party Committee to lead and direct the timely settlement of the identified wrongdoings and shortcomings, and discipline the Party organizations and members involved in line with the commission’s conclusion.
