Le Van Lai, 44, is facing the charge of "child abuse" under the Criminal Code, police said Saturday.
According to police, the specific incident in question took place on April 2.
According to testimony, Lai came home from work in the afternoon but his daughter had not come straight home from school, which the father claimed was an unbreakable house rule.
Testimony alleged that he then went out looking for the girl and found her playing in his brother’s house nearby around 9 p.m. that same day.
Investigators said that Lai immediately became extremely angry and lunged at his daughter before starting to strike her in the head with shoes and flip-flops.
Police said eyewitnesses also reported that Lai picked up the girl and threw her to the floor.
He was then stopped by his brother and neighbors who swooped in to help.
The police were called and upon questioning Lai admitted to having assaulted his daughter out of anger.
