Thua Thien Hue Provincial Police has launched an investigation into Tran Nam Trung, 46, a former Lieutenant Colonel at Huong Tra Town Police Department, for violating road traffic regulations.
Just after midnight on July 19, a semi-truck driven by Le Huu Trang, 48, broke down and blocked National Highway 1A in Phong Dien District.
Trang sought assistance from Cao Phi Ai, 24, and three other people to help with the situation.

Trung, driving a car at high speed, collided with those individuals. The accident resulted in the immediate death of Ai and injuries to the others. At the time of the accident, Trung was found to have driven under the influence of alcohol.
Following the incident, Trung was stripped of his police title.
