Luong Van Toi, head of the Vietnamese Fatherland Front of Xuan Thang Commune, has been suspended for 15 days by the Standing District Party Committee pending an investigation into his "moral, lifestyle violations," Do Xuan Nam, Party secretary of Thuong Xuan District, said Monday.
On June 28 Toi went to the house of a local in Xuan Thang in a drunk state, but all the adults were out leaving and only the victim, a 10th grader, at home.
The video shows Toi approaching her in the yard, wrapping his hands around her shoulders.
The girl tried to escape his clutches, but Toi holds on and tries to hug and kiss her. She resists his efforts and finally manages to push him away and flees into the house.
The girl's family decided to report the matter to the police after seeing the security camera footage.
Toi is on leave and has not responded to the charges, Cam Thi Phuong, head of the Thuong Xuan District Vietnamese Fatherland Front, said.
The deputy Party secretary of Xuan Thang Commune has temporarily taken over as secretary pending the investigation.
