Online applications are simplifying administrative procedures in Hanoi and other localities, considerably reducing documents’ processing time.

Truong Cong Duc of Hanoi's Nam Tu Liem District had spent weeks trying to complete the business registration procedures for his new company when he was advised to use the online public services portal.

Instead of making repeated visits to the district People's Committee, he filed his documents online and received the certificate in three days.

"Registration through the internet is very convenient now," he said.

The online system is helping speed up administrative reform, simplify procedures and reduce time and cost for businesses and individuals. It has simplified the processing of paperwork, reducing the usual 20-day duration to just five.

This positive result has emerged out of a collaboration established between the People's Committee of Hanoi and the Institute of Information Technology under VCCI in early 2017. Seven online services have been provided so far in Hanoi, including communication with the police and the social insurance agency.

Le Van Loi, director of the Institute for Enterprise Information Technology (VCCI-ITB), said a profusion of administrative procedures poses one of the biggest obstacles for businesses and individuals.

"Time is opportunity and money, and businesses have to spend too much time waiting to complete administrative procedures," he said.

VCCI has assisted cities and provinces around the country, ministries and other agencies with setting up online public services, helping reduce the burden on grassroots administrators.
